Introduction
Strathfield Council, at its meeting on 30 September 2025 resolved to exhibit amendments to Part P of Strathfield DCP 2005. The amendments propose to:
- introduce site classifications (Contributory, Neutral and Intrusive) for each property in each of the HCAs. These classifications provide a clear framework for understanding how individual properties contribute to the heritage significance of an HCA. The classifications are supported by DCP controls.
- update Statements of Significance for 15 HCAs. These statements have been updated to provide a clearer understanding of the heritage significance of the HCA.
Background to the Amendments
Council, at its meeting on 22 October 2024 (245/22) resolved, in part the following:
5.That a comprehensive review of Part P Heritage be undertaken which includes the identification of classifications of each property within the Heritage Conservation Areas and a further report be presented to Council.
Part P of the Strathfield DCP 2005 specifically provides controls and guidance for local heritage items and identified local character. The Strathfield Local Government Area (LGA) has 17 HCAs of various sizes.
Recent NSW Government initiatives aimed at accelerating housing delivery, such as the Low and Mid-rise Housing Policy, apply to land within Heritage Conservation Areas (HCAs). These reforms promote multi-unit developments—including dual occupancy, townhouses, terraces, and residential flat buildings—in the R2 Low Density Residential, where such development was previously restricted. As a result, there is increased development pressure on properties within HCAs. However, it is important to note that these reforms do not apply to heritage-listed properties.
To maintain the integrity and character of HCAs, it is crucial that the Council establishes strong objectives and controls within its DCP to protect and conserve contributory properties in these areas. Additionally, providing clear guidance to property owners about property classifications within HCAs is essential.
The classifications help owners of properties understand the value of their property in a conservation area. When development is proposed the site classifications also helps with the assessment of the Development Application to ensure the significance of the area is retained and improved.
