Background

Council is seeking comments from the community on the amended Powells Creek Corridor Lands Plan of Management. You are invited to provide feedback and comments on the Powells Creek Corridor Lands Plan of Management until Friday February 28 2025.

This plan is based on the previous Ismay Reserve Plan of Management (adopted in 2020). This plan has been revised and substantially amended with the inclusion of additional land owned by Strathfield Council and Transport for NSW.

One of the amendments is the inclusion in the draft plan of land located at 20 Parramatta Road, which is classified as Community Land. As this requires this land to be categorised, a public hearing will be held in accordance with the Local Government Act 1993.

The Plan of Management (PoM) provides direction for the use and management of community facilities owned or managed by Strathfield Council under the Crown Land Management Act 2016 and Local Government Act 1993.

Plans of Management describe the features of the land and set out how Council intends to manage, use and develop the land in the future, thereby providing a transparent and coordinated approach to public land management. The draft plan also includes an action plan with objectives and performance targets for the land, prescribes permissible uses of land and the management of tenures over the land.

A copy can be viewed or downloaded from this page. A printed copy of the draft Plan of Management document can also be viewed at the Council Customer Service Centre at 65 Homebush Road and Strathfield Library, 65-67 Rochester Street, Homebush.

Following the public exhibition process, submissions will be reviewed and considered for inclusion in the Plan of Management.

Public Hearing

Council is proposing categorising the area owned by Council at 20 Parramatta Road Homebush as a ‘Park’. Under section 40A of the Local Government Act 1993, Council is required to hold a public hearing concerning a new land categorisation of community land owned by Council.

Under 36G (Local Government Act 1993), the core objectives for management of community land categorised as ‘park’ are to:

  • encourage, promote and facilitate recreational, cultural, social and educational pastimes and activities.
  • provide for passive recreational activities or pastimes and for the casual playing of games.
  • improve the land in such a way as to promote and facilitate its use to achieve the other core objectives for its management.

Members of the public are invited to attend a public hearing about the proposed categorisation of community land on Wednesday, 12 February 2025 at 5.30pm at the Ironbark Room, Strathfield Library, 65 Rochester Street Homebush.

There are three ways you can lodge a submission:
