Introduction
Strathfield Council, at its meeting on 25 June 2024 resolved to place on exhibition an amendment to Part P - Heritage of Strathfield Development Control Plan (DCP) 2005.
The proposed amendments (which are highlighted in the document) seek to include new objectives and provisions for the sympathetic incorporation of environmentally sustainable technologies in heritage listed buildings and buildings in Heritage Conservation Areas (HCA), consistent with the Sustainable Buildings State Environmental Planning Policy 2022.
We have also undertaken a review of the general layout and presentation of the DCP to make the document easier for the public to read, understand and use the guidelines.
Diagrams have been updated to better reflect the preferred options and solutions whilst also providing better photos and examples of exemplar outcomes.
Background to the Amendments
In August 2022, the Sustainable Buildings State Environmental Planning Policy 2022 (the SEPP) was introduced and replaced the previous BASIX State Environmental Planning Policy and increased the sustainability performance requirement for new dwellings and alterations and additions in relation to thermal comfort, energy and water efficiency.
The provisions of the SEPP will override any controls in Council’s DCP where there is a discrepancy, so it is important that the objectives and controls can be implemented without impacting the significance of a heritage item or a building in a HCA.
Council supports the integration of modern technologies, which are evolving, in buildings, to create better sustainable and energy efficient dwellings without compromising the heritage significance of fabric of the heritage item. The proposed amendments allow greater flexibility for the owners of heritage listed properties and properties in HCAs to incorporate environmentally sustainable technologies. The proposed amendments will also assist Council in achieving its Net Zero targets.
