Background
Rapid urban growth, evolving consumer behaviours, and increasing environmental challenges – compounded by limited landfill capacity and insufficient waste recovery infrastructure – demands urgent waste management reforms. Without a strategic shift, Greater Sydney’s landfill capacity is projected to be exhausted within the next decade which imposes significant economic, environmental, and social costs.
Our draft ‘Towards a Circular Economy 2035’ provides a roadmap to guide Council’s waste management and resource recovery future for the next decade and beyond. We're focusing on transitioning from the traditional linear ‘take-make-dispose' model to a circular economy approach to align with international, national, and state sustainability frameworks.
The circular economy approach seeks to minimise waste and maximise resource recovery by emphasising product reuse, recycling, and regeneration to foster a sustainable and resilient future. Given local governments’ role in community waste services and engagement, Council’s strategic direction is critical to ensuring long-term success.

We’re planning on achieving our strategy through 22 targeted actions across four key areas:

- Infrastructure Investment
- Data Monitoring & Reporting
